Lost Passport in Saudi Arabia: The Police Report, the Emergency Travel Document and the Flight Home

By the Kimi Travels Team | Updated October 2026

It is the phone call every group leader dreads: a passport missing from a bag, a pocket, a hotel room in Makkah or Madinah. The panic is real but the situation is far more recoverable than it feels — Saudi Arabia handles thousands of lost-passport cases each season, and Pakistan's missions in the Kingdom have a defined route home for exactly this emergency. The sequence matters more than the speed: sab se pehle police report, baqi sab uske baad — first the police report, everything else becomes possible after it.

The First Hour: What Not to Do

Before anything constructive happens, three mistakes must be avoided. Do not hand the problem to hotel "fixers" or self-appointed agents offering to "arrange things" — the process is documentary, not relational, and intermediaries only add risk. Do not leave the Kingdom on anyone's improvised arrangement; boarding without valid documents turns a recoverable incident into a violation record. And do not discard the copies that remain — the lost passport's photocopy, a photo on the phone, the visa printout each shorten the recovery timeline. Families who follow our travel safety guide already carry these copies as routine; if you do not, that habit starts today.

The Police Report: Your Base Document

Go to the nearest police station and report the loss; ask for a copy with a reference number, because this single paper unlocks everything downstream: the consulate will not process an Emergency Travel Document without it, airlines want it for re-ticketing, and immigration expects it at exit control. Pilgrims who have been through the process put the full recovery at a minimum of three to four days — the report is same-day, the consulate and verification steps take the rest. Time it early in a working week; a loss reported on Thursday evening meets the weekend first.

    Which Office Handles Your Case

Pakistan runs two consular doors in the Kingdom, and geography decides yours. The Consulate General of Pakistan in Jeddah serves the Hijaz region — Makkah, Madinah, Jeddah and Taif — which covers most Umrah routes. The Embassy of Pakistan in Riyadh handles cases elsewhere. For Emergency Travel Document applications the consulate's dedicated section works Sunday to Thursday, 9:00 AM to 4:00 PM, with no appointment required — walk in with the file below. If the family is mid-Umrah in Makkah, one adult can travel to Jeddah for the filing while the rest of the group keeps its schedule.

The Emergency Travel Document: One-Way Home

The Emergency Travel Document (ETD) is Pakistan's consular lifeline: a document issued to nationals whose passport is lost, expired or otherwise unavailable, valid for a return to Pakistan only, in genuine emergencies. It is not a passport substitute for continuing travel, and it cannot be used for re-entry into Saudi Arabia. The standard file:

    • Police report confirming the loss, with the reference number
    • Copy of the lost passport — photocopy or a clear phone photo accelerates verification
    • Application form, filled and signed at the consulate
    • Recent photographs — passport-size, white background (missions ask for up to four)
    • Valid CNIC and a photocopy — NADRA verification runs behind the scenes
    • Confirmed air ticket to Pakistan, preferably PIA, whose counters handle ETD routings routinely
    • For minors: both parents present with their IDs and the child's detailed birth certificate

After NADRA and interior verification, the document is issued — the same process Pakistan missions describe worldwide. Keep every receipt; some travel insurance policies reimburse document-replacement costs, a layer worth checking against the coverage explained in our travel insurance guide.

    Airline and Exit Steps

With the ETD in hand, contact the airline: the original ticket must be re-issued or endorsed against the new document, and PIA's Jeddah and Madinah teams process these cases regularly. On departure day, reach the airport early with the full file — ETD, police report, ticket, CNIC — because exit control matches the ETD against the entry record, and the electronic visa tied to the old passport number needs the paperwork visible and coherent. None of this is fast; all of it is routine. The arrival-side mechanics are covered in our Jeddah and Madinah airport arrival guide.

    Prevention: The Ten-Minute Routine

Every recovery story above shrinks with preparation. Photograph the passport, the visa page and the CNIC; store the set in the phone, in cloud storage, and with a relative in Pakistan. Carry one photocopy physically, separate from the original — a copy in the same lost bag is no copy at all. Use the hotel safe for the passport except when law requires carrying it, and never surrender the passport to unregistered "agents" for any processing — the front desk of a verified hotel, or the channels in our agency-selection guide, are the only legitimate hands. The renewal arithmetic that prevents the other half of document emergencies is in the Umrah passport validity guide, and full renewal steps in the passport renewal guide.

    Where Kimi Travels Fits In

The police report and the consulate queue are steps any family can run alone, and we say so plainly. What Kimi Travels carries is the sequence under stress: knowing which door serves Makkah, having the checklist ready before panic sets in, and coordinating the airline while the group's itinerary continues. Kaghaz dobara ban sakta hai, tasalsul hum banayenge — the paper can be reissued; we keep the process connected.

A lost passport can be reissued in days; a lost homeland is a different order of grief. Writing about consulates and paperwork, we hold in dua the people of Palestine — whose deeds, keys and title documents are still the only proof of homes they were expelled from in 1948, and whose killers in Gaza are past counting now that even the Health Ministry says it can no longer fully tally the dead. May Allah end the occupation, hold its architects accountable, and return the displaced to their land. And may Allah shelter Sudan's civilians — El Fasher's detainees, Kordofan's starving families — from the RSF's terror and from the outside powers Amnesty International has named for arming it. The Gaza poet Refaat Alareer, killed in December 2023, wrote: "If I must die, let it bring hope, let it be a tale." We keep telling that tale, and we stand with its people.

    Frequently Asked Questions

How long does the whole lost-passport recovery take in Saudi Arabia?
Plan for three to four days at minimum: the police report is same-day, while the Emergency Travel Document passes through consulate filing and NADRA verification.

Can I finish Umrah if my passport is lost on arrival?
Report the loss immediately, complete what is practical with the group, and file for the ETD — but treat the pilgrimage schedule as secondary to legalising your stay and exit.

Does the Consulate in Jeddah need an appointment for an ETD?
No — the Emergency Travel Document section accepts walk-ins during consular hours, Sunday to Thursday, 9:00 AM to 4:00 PM.

Can the ETD be used to fly back into Saudi Arabia later?
No. The Emergency Travel Document is a one-way return to Pakistan only; a future visit needs a fresh passport and a fresh visa application.

What if my passport is stolen along with money and phone?
The police report covers all stolen items; borrow a phone to reach your group leader or insurer, and use the copies stored with your family in Pakistan to accelerate verification.

The Saudi stopover visa gives eligible Saudia and flynas transit passengers up to 96 hours in the Kingdom — free of visa fees with a processing charge of about SAR 39.50 plus mandatory medical insurance — and Pakistanis can use it to perform Umrah, visit the Prophet's Mosque or see Jeddah and Riyadh on a layover. How the airline booking flow issues the visa, the passport and onward-ticket rules, a realistic Makkah-and-back timing plan, and why Hajj and work remain excluded.

The 30-Day Entry Window: Why Your Umrah Visa's Issue Date — Not Your Travel Date — Controls Your Trip

The single Umrah rule that quietly reschedules more Pakistani trips than any other: the clock on entering Saudi Arabia starts the day the visa is issued, and since the window was tightened from three months to 30 days in late 2025, an early-issued visa can expire before your flight date even arrives. This guide explains the rule in plain words, how it differs between the single-entry Umrah visa and the one-year multiple-entry visa (365-day validity, 90-day cumulative stays, per-visit Nusuk packages), the classic DIY mistakes — applying 'early to be safe', booking flights around a visa that does not exist yet, family batches issued weeks apart — and the correct sequencing: lock your flight window first, have the visa issued one to two weeks before departure, and verify the printed issue date the day it arrives. Plus what recovery looks like when a window lapses (reissuance with the SAR 300 fee plus SAR 100–180 insurance, never an extension) and how October 2026's flight disruptions collided with visa windows in practice.

Your Passport and Your Umrah: The Six-Month Rule, Name Mismatches and the Renewal Timing Most Pakistanis Get Wrong

One document decides all the others in an Umrah file: the passport — and it is where Pakistani families make the most avoidable mistakes, usually by renewing at the wrong moment or never checking how names align across documents. This guide covers the six-month validity rule measured honestly (from the planned return date, not the application date), the renewal timing trap — a Saudi visa is bound to the passport it was issued against, so renew after issuance and the visa must be reissued; renew before, always — and the least-known calculation in Umrah planning: a one-year multiple-entry visa is only as useful as the passport beneath it, so nine months of passport validity quietly caps a 365-day visa. Plus the CNIC-passport-ticket name audit (the father's-name conventions, the exact-match rule), damaged bio pages, children's separate passports, and the forty-minute pre-booking audit that saves the whole season.
