Every travel season in Pakistan produces a fresh wave of stories — somebody paid 350,000 PKR for a Umrah package, the agent disappeared two days before the flight. A family in Lahore booked a Dubai honeymoon through an "agent" recommended on Instagram, paid 50% in advance via EasyPaisa, and the WhatsApp number stopped responding the next day. A businessman in Faisalabad booked an "executive" UK visa consultation, the agent took 80,000 PKR as "embassy fees", and the visa was never filed.
These stories are not rare. Pakistan's travel agency industry is largely unregulated at the consumer-facing level — anyone can rent an office, print business cards, and call themselves a travel agent. The protections that exist are real but only useful if you know to check for them. This guide is the checklist we wish every Pakistani traveller read before paying anyone a rupee for a visa, flight, or package.
The Six Red Flags That Should Stop You Immediately
If the agent you are dealing with shows any of these six signs, walk away — even if the offer sounds amazing, even if a friend recommended them, even if they have a flashy Instagram presence:
- They ask for full payment upfront, in cash, into a personal account. Reputable agencies accept partial deposits (typically 30 to 50% of package value) with the balance due upon visa approval or flight confirmation. Personal EasyPaisa/JazzCash accounts for a business transaction are a red flag — legitimate businesses use business bank accounts.
- They promise guaranteed visa approval. No agency — not even us — can guarantee a visa. Embassies do not work that way. Any agent promising 100% approval is lying, full stop.
- They cannot show an IATA number or government registration. IATA (International Air Transport Association) accreditation is the global standard for legitimate ticketing agents. Pakistani travel agencies should also be registered with the Department of Tourist Services (DTS) under the Ministry of Tourism. Ask for both numbers — real agencies have them framed on the office wall.
- Their office address does not exist on Google Maps or is a residential property. If they claim an office in Gulberg III, Blue Area, or Tariq Road, verify on Google Maps. The street view should match. A residential address with a "travel agency" signboard is a one-person shop with no recourse if things go wrong.
- They use stock photos of hotel rooms and aircraft on social media. A real agency posts photos of its own clients, its own office, and its own team. If every Instagram post is a stock photo with motivational captions, you are dealing with a reseller at best and a scammer at worst.
- They cannot produce references — past clients you can call. A reputable agency has past clients who will take your call. If they refuse to give references, they have not earned trust.
How to Verify a Pakistani Travel Agency in 5 Minutes
Before paying any money, do these five checks. Together they take about 5 minutes and filter out 80% of fake or weak agencies:
- Check IATA accreditation. Look up the agency at iata.org/en/programs/customer/travel-agents. IATA-accredited agents have a unique 8-digit code. If they cannot give you this code, they are not IATA-accredited — meaning they cannot issue airline tickets directly and are reselling through another agency.
- Check DTS Pakistan registration. Visit dts.gov.pk and search the agency name. Legitimate travel agencies are registered with the Department of Tourist Services under the Travel Agencies Act 1976.
- Check NTN and SECP registration. Every business in Pakistan must have an NTN (National Tax Number) and be registered with the SECP (Securities and Exchange Commission of Pakistan) as a private limited company, an AOP, or a sole proprietorship. Ask for the NTN — real agencies will share it without hesitation. Fake agencies will dodge.
- Search the agency name + "scam" + "fraud". Pakistani consumers post complaints on Facebook groups, ConsumerCourt.pk, and Twitter. A single complaint is normal — patterns of identical complaints across multiple years are not.
- Visit the office in person if the package is over 100,000 PKR. For anything above that amount, the in-person visit costs you nothing compared to the risk. Look at the office size, the number of staff, the framed certifications on the wall, and the working atmosphere. Empty offices with two chairs and a laptop are not real agencies.

Genuine travel agencies specialise. An agency that claims to do Umrah, Schengen, USA, UK, Canada, Japan, Australia, and student visas is either lying or outsourcing every application. Pakistani agencies that handle Schengen and UK/USA visas well tend to focus almost exclusively on those — the documentation requirements are complex, the rejection stakes are high, and the skill is specific. Pakistani travel business runs on WhatsApp, and a few behaviours on WhatsApp reveal a lot. Real agencies respond to your initial message with a structured PDF quotation, clearly itemised. Fake agencies respond with voice notes, vague promises, and urgency ("Sir, only 2 seats left, send payment now"). Real agencies accept reasonable questions about the itinerary, hotel, airline, and cancellation policy. Fake agencies get defensive or pushy when questioned.
